How is obama any different than Herbert Hoover?

Bush would be like Hoover. The recession started under Bush and he signed the bank bailouts, which is the equivalent of the Hoover Dam project. Hoover was very unpopular in the same way bush was unpopular. Obama is more like Roosevelt. Obama came in with a big mess to deal with (something he loves to remind us about). Obama's stimulus is comparable to FDR's New Deal.
