My neighbor constantly stares and peeps at my house obscesively, when I put a camera up in my window to catch?

Wow, this is like something out of a movie. First of all, call the police RIGHT NOW. He cannot invade your property nor can he do that to your window. Explain to the dispatcher that he has been stalking you for some time now and now that he is putting tape on your window you are scared for your life. A police officer WILL come to your house and also have a talk with your neighboor. Probably he will not be in any trouble but it should make him stop. Now, for future reference, make sure your house is VERY secure. Go to Lowes or Home Depot and buy the little alarms that go on windows and doors, they make a big noise when its opened. Its a cheap way to do it. Of course contracting a big Alarm Company will be ideal. I am not sure what your stance is on gun ownership.....but I suggest you get one. If you are against gun ownership, remind yourself of this statement: "It's better to have a gun and never need it, than need it and not have it". Get yourself signed up for a concealed hangun course.
