Why do I get "oops we're taking a breather now"....?

When I try to answer one particular question... but other questions I can answer? It is on a question about can a U.S. president have martial law? I tried to answer it with a link that shows that Bush might be trying to suspend The U.S. Constitution and make an executive government without legislative or judicial branches.
